Kumar was a 1984 - batch IAS officer from Jharkhand cadre and into three decades of experience in public policy& administration across various sectors.
Qualification: BSc and LLB degrees along with a master's in public policy and sustainability.
Experience: secretary, Department of Financial Services
Achievement: He played a major role in merging 10 public sector banks.
He was also an instrument in brokering peace between the center and RBI that resulted in a smooth transfer of ₹1.76 lakh crore of the central banks surplus to the exchequer.
